I have to acknowledge your Regiaket dated &d func the subject of the "Fortuna", a Brit: Vessel, It has brought for the third time Passengers to Manila.
I sent your Despatch to the Attorney General for his opinion thereon and enclose copy of that opinion for your information.
I have no power by any Colonial act to set aside Superior Parliamentary Legislation. The "Fortuna" is liable to seizure & forfeiture, for violation of Mr. Farren's quarantine regulations at Manila.
