I have the honor to lay before Your Excellency a Copy of H. E. Sir John Bowring's reply to my Despatch of the 28th of June, submitted to Your Excellency in my Despatch No. 21 & also the opinion of H.M. Attorney General at Hong Kong on the case of the British Ship "Fortuna". It refers to the 3rd Clause of the "Chinese Passengers Act" which gives to the Governor of Hong Kong the power to declare what shall be the duration of the Voyage, etc., and to the following Clause 4th, as to the Regulations in Schedule A at page 854 of the Act.
