I do not conceive we are called upon to
give effect to Chinese laws which
practically
are in a state of desuetude, as is undoubtedly the case with the
statutes which prohibit Chinese
subjects from quitting their country. Another horrible case has just occurred at Pacas where, in consequence of some insubordination, the Emigrants on board a Dutch vessel were
fired upon
with grape shot, when they
set fire to the vessel, and a great number
perished in the flames or were drowned.
Among the victims are said to
be the Captain and
crew.
