I am directed by the Earl of Clarendon to transmit to you, to be laid before Mr. Secretary Labouchere, a copy of a dispatch from Her Majesty's Plenipotentiary in China, inclosing a translation of Regulations issued by the Governor of Macao relative to the shipment of Coolies.
