"The President of Chile having appointed Don Toribio Barros (or possibly "Tambarri", but more likely "Barros" as it is a known Chilean surname), now residing at Hongkong, to be Consul for the Republic of Chile at that place, I am directed to request that you will move Mr. Secretary Labouchere to cause Lord Clarendon to be informed, whether Her Majesty's Government have any objection to Don Toribio Barros being recognised as Consul for Chile in Hong Kong."
