"We are honoured with the commands signified in N. Hammond's letter of July 24.
Stating there was a letter from the Colonial Office inclosing a copy of a despatch from the Governor of Hongkong, together with a copy of the letter where proposed by Mr. Labouchere, in return to it, relative to the violation of the Chinese waters by two boats sailing under the glory of the Sandwich Islands, & to request that we would take these papers into consideration & report our opinion thereupon.
"We have taken these papers into consideration & have the honour to report that the reply which Mr. Labouchere proposes to transmit to the Governor of Hongkong appears to us to be right & proper.
