to inform him whether the interference with foreign ships sanctioned by that legislation is limited to interference with such ships in a British Port, or whether such interference can extend to the removal into British Custody of a foreign ship from a Foreign Port to a British Port at which an Admiralty Court is established; and whether there is any precedent for such interference with foreign ships, whatever it may be, provided it is in accordance with the legislation of Foreign Countries, and more particularly of the United States.
