Govt will almost certainly be thwarted.

I have had several interviews with the Naval Commander in Chief, who with no doubt will convey his opinion to the Lords of the Admy. I understand them to be that the Naval Authorities are not in any case to initiate proceedings against British Vessels offending against the provisions of the Act; that the Naval Authorities are only to be called upon by the Civil functionaries and to lend auxiliary aid.
