J.L. will perceive that the Court of the UStates has not sustained the Commodore or the Commodore in the pretensions which they put forward on the occasion in question,

but that Dr. Marcy is at the same Time of opinion that the course pursued by the British Authorities

at Hongkong

was in some

respects objectionable & furnished good grounds for complaint on

the part of the Court of the UStates.
