I have the honor to advise
His Excellency that the jurisdiction of the Magistrates of this Colony extends over all offences affecting
life,
liberty, committed on
ships of any nation on
board
at anchor
within the limits of the harbor
of Hong Kong, provided such ships
do not
come under the denomination
of men of war.
