I have directed this act to be republished in the Hongkong Gazette.
, and have called the attention by Erenler of H. Ms Cononls to it's provisions. These provisions have excited no small amount of surprise
and annoyance
both to British among the Merchants and among Chinese, many of whom proceeding from this Colony are British Subjects, and
the condemning of them to a heavy mulet on Landing British territory appears to
me the exercik of an authority very questionable and strangely arbitrang.
