I am to acquaint you that it does not appear to my Lords that any further instructing to consuls are at present necessary. My Lords, however, think that it is very desirable that the Courts at every Port at which Chinese Passenger Ships are likely to touch, should be furnished with Copies of all regulations for the time being in Force issued by the Govt of Hong Kong in pursuance of the Chinese Passenger Act, and they desire me to suggest, for Lord Clarendon's Consideration, whether it might not be well to move In Secretary Labouchere to instruct the Govt of Hongkong to forward such Regulations accordingly; or, if they are first sent for the approval of the Home Govt, that notice should be given to the Foreign Office, in order that Copies may be forwarded from that dept direct to the Consuls.
