space and ventilation originally provided for the
passengers, and their
general good
treatment. A failure
to comply with
the act
of these
on
any
points
would be
a misdemeanour and
would subject
the master to
a
corresponding
penalty.
But
such cases
might be
as
there
great
difficulty in producing
the witnesses to the
infraction of
the
Law in the Court
before
which the
offender
would
be brought.
