Secretary Labouchers, the draft of a Circular Instruction which this Lordship proposes to address to Her Majesty's Consuls in South America and in certain other Ports and Places, containing directions for their guidance in carrying out the provisions of the abovementioned Act, and I am to request that Lord Clarendon may be informed whether the proposed Instruction meets with Mr Secretary Labouchere's concurrence.
