In such a case the Bond might perhaps act against his function and the Law be vindicated though not immediately by the punishment of the offender. Further it will encourage the object of seating persons in Hongkong on caution on their own recognizance or on Surety for the conduct of a Chinese dependant and then of illuminating the trade all but irresponsible and respectable men.

But the Bond given by the master and the Sureties before Shipping masters would be in existence in Hongkong and it would, I dare say, be there received that a copy of the declaration made by an emigrant ship, one of St & Thip, should officially be sent to the Governor of that Colony to be available against the Sureties. Another copy should at the same time be sent to the Secretary of State for the Colonial Dept to be used against the master should he be necessary referred to wither Country.
