Lay and Gope were forcibly taken by them four then. Under these circumstances Jade are clearly of opinion that part of the Fees levied under the Ordinance referred to ought to be applied to the purposes of a Sailors Home; and that these fees ought at once be reduced to the amount requisite for the special purposes contemplated by the Ordinance.

My Lords could throw no obstacle in the way of any object so desirable as the establishment of a good Sailors Home at Hong Kong, that this object may be accomplished without any infraction of their financial principles.
