The first observation which my Lords have to make upon this point is that their objection to the original ordinance, as will be seen. In a reference to No. 57, of 3435/38 8th July 1853, it was stated that Fees should be reduced as they were more than was required for the purposes of the Ordinance, they could be reduced at some future time.
After this the Ordinance received Her Majesty's Confirmation on the 27th March 1853, 876073 29.
The Revenue was that the Fees ought to be applied to no purpose except the maintenance, not of Police but for the Harbour Establishment required for the purposes of the Ordinance; and that they might be reduced to such an amount as was necessary for that purpose.
In Sir Samuel Bonham's reply, it appears that the Revenue derives from the fees in question was much larger than expected and very much larger than necessary for the purposes for which it was originally intended.
