Adicurelly, 19 December 1856.
Having laid before me Mr. Caissons's letter of 24th December, with its endorsement, relative to the enforcement of the provisions of the Chinese Passengers Act, and stating that, as a precaution, a vessel could not be seized on the high seas for breach of the Act.
