Difficulty at Hongkong, on the contrary -

Are we to be at all the Private expense of that place, is the Government of India to furnish a Garrison for Labuan, or are we to provide in our English Estimates for a force to supply this Convenience to Hong Kong?

I incline to agree with Mr. Elliston, but we had better hear what Mr. Edwardes recommends.

I do not like this scheme - will wait for Mr. Edwardes' letter.
