and if to the case may stand over in
the meantime.
I cannot help fearing that the proposal to receive the Convicts of Straits
at Labuan is rather wild. Some
correspondence passed
on this subject
in 1850 and 1851. The result was that on the
22nd of Nov. 1851, Lord Grey signified to both Governors that he considered the plan to be given up.
The project
was to receive not more than 50 or 60 Convicts,
and as usual where such persons are
asked for, they were to be of useful trades and inoffensive character. The
reply naturally
was that the Convicts
consisted to a great extent
of Pirates and Murderers. If only 50 are to
be sent (and even this number may be dangerous) it will not meet the
difficulty
