with by this Acting Chief Magistrate who

on 23rd October directed Mr.

Collins the Chief Clerk, to issue a Circular, apprising all the Justices that an adjourned

Case was appointed to be heard

on the 25th October.

not seen it.

On the 25th October, Mr.

Collins

was called before the

Bench and required to explain

why the Circular had not gone

its regular course.

The Justice, were informed

that after being signed by

it was presented to Mr. Anstey, who retained it, and sent it to yourself by whom it was returned in an official letter to the acting Chief Magistrate requesting

explanation and in

a subsequent Letter dated 25th
