Certain of the witnesses who have been examined by the Commission, of the inefficiency of the present Police Force and the misconduct of at least some of its subordinate members appear to have a certain foundation.
2. Some of these complaints may be removed by greater vigilance on the part of those having the direction of the force, but the more important of them appear to call for notable change in the system itself.
3. In considering by what principles that change ought to be directed, we have taken pains to make ourselves acquainted with the system in force on the neighbouring Continent, and in various parts of this Archipelago. And much valuable information on these points will be found in the evidence we have taken and the documents we have collected.
