quitting the Harbour would be a source of endless vexations irregularities and abuses and thus the attempt to levy small contribution in my judgment might divert and endanger an enormous trade.

Another very grave objection I is the greatly increased expenditure the proposed changes would impose on the Colony which in my judgment would amount to not less than £3 to £4,500 per annum.

Many of the suggestions of a subordinate character are valuable and important and shall have my attention. I shall not however abandon the hope that a scheme less objectionable than that now proposed may be adopted and efficient - I certainly shall not lose sight of the Subject.

The difficulties of the question are obvious. We have a population of the influential or more opulent classes whose active aid can never be calculated on by the Government and who interest themselves little in public Affairs except when private interests are immediately concerned.
