Mr. Caldwell was then recalled and has been most useful in communicating with the Chinese, who are now become perfectly quiet in this City - as was instanced by their conduct on the occasion of a fire which took place on the night of the 4th instant, during the confusion of which no appearance of rising or tumult was to be perceived.
I contemplate an Amendment of the Registration Ordinance - a measure which the respectable Chinese strongly approve - and Mr. Caldwell is now employed in collecting material for the same.
