To Sir John Bowring, I read in His letter His Excellency's request for 100 Men of the 59 Regiment, to be sent up for the protection of the Factories at Canton - and to give relief to our Navy there, who were over-worked; I gave directions to the Officer Commanding the Garrison to hold this Force in readiness for the defensive operations contemplated.
On the following day a letter received the Governor's orders No to carry out the requisition of the Naval Commander In Chief. And this day a force of 100 Men of the 59th Regiment embarked on board Her Majesty's Steam Frigate Barracouta for the purpose above mentioned. Viewing this as a temporary and extremely urgent service in its nature, I trust it may meet with your sanction and approval.
