Colonial Secretary,
Hong Kong, High Commissioner's Office
I am directed to acknowledge receipt of your despatch of 26th February regarding Captain Caulton's case and to forward copy of the Official request for his explanation of the said allegation.
Are you aware of the transmission to the Governor of the letters of Captain Comper of which you forwarded a copy? It is understood that there is no question regarding Mr. Maxwell's existence, but His Excellency desires me to state that the present Correspondence should be concluded by the next Mail.
I am further directed to inform you that Captain Caulton has officially reported on the total Case, and Concluded his report in these words:
"I find that all those portions of these huge riots have been built subsequently to the passing of the Ordinance."
I have to apologise for my neglect in not sending my son's letter of 1904, which was duly forwarded as desired to the Secretary of State.
I have the honour to be,
Your Most Obedient Servant,
(Signed)
7.
Colonial Secretary
