I had the honor of addressing you touching the sugars. This Colony has recently passed a retrospective law, under the local legislature, entitled Ordinance No 8 of 1856, the operation of which affects certain property of mine.

Since then His Excellency the Governor of this Colony, in a public letter dated the 1st of this month, has announced that Her Majesty's Government, recognizing the experimental and provisionally stringent character of that Ordinance, has postponed its ratification.
