Committee as a medium of communication between the Government and the people, will be forwarded for the consideration of the Home Government with a recommendation from the Governor in favor of its being adopted under such regulations as His Excellency may think fit.

In ordinary promulgation of an Ordinance to the Public is quite sufficient time before its final passing.
I would not advise the mention of the manner in which any of the Ordinances have passed the Council - that is to say, whether it passed unanimously or otherwise, in addressing the Committee.
I have no objection to the admission of the public to the Council Room on occasions of the Legislative Council being about to frame Ordinances.
