regret the want of clarity and comprehensive distinction with which the co-Provisions of it have been carried out.

But in the Resolutions of the meeting I fancy I see two points which as connected with the practical working of this Ordinance I may venture to remark.

The one is that the meeting Complains of the retrospective character of the Ordinance; such Meeting Comprising and drawing its influence from those very

Justices who solemnly decided that the Ordinance was not retrospective —

But there can be no doubt that the Ordinance has retrospective effect, and as little that upwards of ten months having now elapsed since its passing, the houses commenced before that time are finished or nearly so, and consequently there is little danger of its doing further injury by its retrospection, And no necessity for repeating it in this particular.

The next is that the meeting Seems to consider the Ordinance
