Excellency takes this opportunity of stating that he has submitted to the Home Authorities suggestions for the enlargement of the powers of the Legislative Council, and for opening its proceedings to the public. After mature consideration Her Majesty's Government has not thought fit to sanction the proposed changes or to alter the general structure either of the Executive or Legislative Body. His Excellency has sought the permission of Her Majesty's Secretary of State to publish the correspondence.
It would be impossible to fetter himself under any engagement as to the publication of Draft Ordinances previously to their coming into operation. The urgency of the public Service and the immediate requirements of the Community sometimes demand prompt and immediate legislation. No invariable rule exists as to the pre-publication of intended Ordinances, nor could any be conveniently laid down. As an example of the disposition of the Government to invite the expression of opinion, His Excellency would mention that the proposed Seamen's Ordinance first printed in the Government Gazette of 19th July
