As regards the Department to which the superintendence of buildings and the abatement of Nuisances shall be committed, as the Resolutions do not even suggest that the Police (against whose action and inaction many deserved complaints have been made by the public at the meeting of the 11th Collector) should be charged with such functions, His Excellency deems they are most properly confided to the Department of the Surveyor General and would observe that it is not the inertness or inefficiency of that Department which is complained of, but its too great activity and too busy interference.
With reference to the statement that a number of Chinese were punished in consequence of the Ordinance, His Excellency desires simply to remark that though the Ordinance has been translated into Chinese and widely circulated among the native population -
