delayed, for the purpose of putting "the Government in possession of the views of the community, before finally passing them" - to borrow the language of their resolution. Where is the Traya question? Where is the Sailor's Home? And Where is the Ordinance for seamen? Where that for Gambling Houses? Where its pendant, the Venereal Licenses Ordinance? Where, above all, is the long desired reformation of the scandals and iniquities of our unchecked and unbridled Police?

I have referred, in its essential connection with the First Resolution, amongst the rest. There remains but Resolution Four to notice.

I do not see any Constitutional objection to the immediate concession of this demand; and I anticipate some possible good from the working of such a Committee, as then proposed, in harmony with the Government, and even from their occasional conflicts. Of course, the existence of the proposed Committee must never be sanctioned by Ordinance or Proclamation, and its functions
