to call for any justification of the
latter which made all works
improperly commenced or prosecuted,

whilst some explanation was

Contractors. But when it was shown to have been borrowed almost textually from the 9th and 10th Sections of the First Consolidation

And when Captain Cowper the acting Surveyor General (who on my declining through ignorance of these matters to take charge of the Draughting Committee, had been called in and
examined upon every clause at the table) had shown that the Contractors for all buildings then in progress had been made fully
aware of the views and wishes of the Colony Department; (as well under Mr. Cleverly as during his management)
and that these views and wishes were carried out by the Draught
Ordinance to the letter, even Mr.
Edger relaxed his opposition.
