such a course on their parts, I conceive that firmness on the part of the Executive, and such action as I have before indicated on the part of the Legislature;
being consequently interested in the defeat of the law are influenced in their conduct by fear or personal considerations. I consider that their exclusion from a new Commission is not only justified but strictly necessary, and will prove a better remedy.
But the case is greatly altered if, as suggested in parts of this correspondence, some of the Commissioners are engaged in building speculations and rigorous sanitary measures are rapidly advancing, as is far too great to admit.
