from Hongkong shall be received in the Straits and as the special objections that exist to the reception of these Criminals there apply almost equally to Moulmein, where

large portion of the population is Chinese,

I am further directed to add

that the alternative of sending

the convicts there

longer be allowed and that

this decision has been arrived

at by His Lordship in

Council with the less reluctance

as

the main object which the Government of Hongkong had in view in transporting the Criminals of the Colony to those parts is unattainable, since the Chinese can scarcely be said to view transportation to the Straits or to any place

where their countrymen

are known
