I have received your despatch No 167 of the 13th of October,

accompanied by letter from the Govt of India, announcing

that it was unable to permit the transportation of Convicts from Hong Kong to the Settlements in the Straits of Malacca.

The letter of the Secretary to the Govt of India gives as full an account as possible of the circumstances which led to the Straits Settlements being selected as a place for the transportation of Chinese convicts, but if you wish to be furnished with further information, I have it ready.
