I have to acquaint you with the question that has been duly inquired into, and that as the Act has been passed by the Colony of Victoria, which has already been confirmed, is not found to constitute an infraction of the stipulations of the Treaty of Nanking. H.M.'s Government are not prepared to invite the Colonial Legislature to reconsider the subject.
