of the circumstances under which it has been suggested by the Commissioners who
are entrusted
in framing
Codes of Laws for that Island, whether it might
not be expedient to empower
the local Courts to try offences
committed on
the high seas beyond the Ordinary Jurisdiction
of such Courts,
on board of
vessels bound to or coming
from places beyond the seas;
and to request
your Lordship's
report on
the question as submitted
in the
paper annexed to the Governor's Despatch.
In obedience to your
Lordship's Commands, we have
taken this
matter into consideration and have the honor to report that
we are
of opinion that it would
be advisable to extend beyond the Territorial Dominion the Jurisdiction of the Local
Courts in affairs
committed at Sea but we
think that such Jurisdiction
can only be given by the Local General Legislative power.
