Because the Chief Justice was out-voted in the Legislative Council, and his functions are sought to be usurped by it; and this ordinance has not been asked for either by the members of the Legal profession or by the public, and is exclusive in its provisions against one class which cannot be made distributive over the whole community so as to produce equalizing results.
