requesting that Her Majesty's Solicitor

General should have his attention particularly

drawn to section 4 especially the last

clause of that section & to Sections 5, 6,

12, and his immense experience

could to the full extent of his

suggest. To him

but a few

or two points

occur which seem

to endanger the free

illustrations.

Just here, if such

are allowed to pass unchallenged
