I have the more right to this demand because it is not the first, by many instances of the same kind of which I have had occasion in Council and out of Council to complain and His Excellency cannot have forgotten that when I protested against the Chief Justice being allowed to appoint the Editor of the Hong Kong Register (MW: Bannerman) to the public Service as Judge's Clerks, a protest to which His Excellency was pleased to assent, – I did so on the express ground of his having libelled and traduced
