of Victoria, along which it has been proposed to form the Praya, reported in my Despatch No. 14 of 12th January, 25 of 6th February, 74 of 8th May, and 157 of 15th June 1856.

The Colonial Secretary's letter (involved) to Mr. Fletcher is founded on the difficulty I have in dealing with questions of this kind until the pleasure of Her Majesty's Government be known on the general subject of land reclaimed and boundaries of Marine Lots.

The betterment of the conditions of tenure of land, whether created by natural deposits or otherwise, beyond the leased limits of these Lots, has now become a question which should be set out without delay.

The Report of the Royal Commission distinctly lays down that such ground is the sole and entire property of the Crown, to be disposed of as the Crown may direct, but I should be glad to have some equitable rule proposed for the future guidance of this Government in questions of the kind.
