1. As to foreigners, other than Seamen of British vessels, should the local Government be thrown on its responsibility, when reasoning relief: Consuls should appear to be our own agents; or should the Imperial Government, and its agents undertake the duty of applying to the foreign Governments, as we have just now done, in the case of Bermuda? Mr. Dayer tells me that when he was Assistant Agent for the Sardinian Island, the Sardinian Government directed him to apply to the British Government in order to recover from Hanover certain relief granted to Shipwrecked Hanoverians in the Islands, but the Secretary of State declined to interfere and referred the Sardinian Agent direct to the Hanoverian Government.
