"My Lords consider themselves warranted in ordinary cases to grant an allowance equal to about two-thirds of the sum authorized by the Act, but they will consider it proper to award a lower rate in cases where the services of the applicant have not been entirely satisfactory.
"My Lords will grant an allowance either at the highest amount, or a rate between 45% and the whole Amount authorized by the Act, according to the merits of each case."
