doubted. The great flows of Emigration from hence is self-supported - the emigrant either paying his own passage, or arranging with his countrymen the conditions in which a passage shall be afforded him.

No doubt it would be desirable to circulate among the Chinese all possible information which could attract them to the places of their destination, but such information would be infinitely increased in value if it were furnished by their countrymen who have preceded them in the countries to which they are going. If the reputation of a Colony be well established in a district of Kwangtung or Fukien, no opposition would prevent emigration to that Colony. The Hong Kong Government might be an auxiliary of great value to the Colonies if emigration could be placed on proper foundations, and if it were really in a condition to secure fair contracts - safe passages, fair treatment, and ultimate restoration of the emigrant to his native soil; but it is impossible to close one's eyes to the difficulties of the whole question, whether in reference to the character
