Mr. Keenan – Mr. Keenan claimed a right to sit on the Bench in all cases in which American Citizens were concerned which Mr. Mitchell declined to admit, and stated that Mr. Keenan had, on a recent occasion, tried the Court with so much disrespect that, unless directed by authority, he would not permit him (Mr. K.) to sit on the Bench when he presided.

My opinion is that Mr. Mitchell acted throughout with proper firmness and temper; and having read Mr. Mitchell's letter to you on the subject, I consider it contains a perfectly full, correct, and fair statement of what actually occurred.
