To make the following observations – It is clear that the Masters and crews of Foreign Merchant Ships, when at anchor, within English Harbour, are bound to yield obedience to the Laws of the Country during their residence within its precincts; and that acts and occurrences on board such ships, which if done on English soil, would render the persons concerned amenable to the criminal Law.
