they are worthy of disapproval, not only in the interest of the cheap and speedy administration of justice, but in that of the accused, relief incarceration is prolonged together with the hearing of the charges, of which he may after all be innocent. I trust that Your Excellency may be induced to make a representation to this effect to the Chief Justice.
11. The Regula Generales of Easter Term, 17th March 1846, and "Carter Term, 11th March 1847", provide (1) for the due observance of "four terms in each year for the despatch of the civil business of the Supreme Court, and that the "said terms shall be in the months of February, March, May, and November, and shall commence on the first, and terminate on the last day of the said months respectively". The same "Regula" also (s. 2 of the first is amended by the second Regula) direct that houses be held for the trial of issues and Actions, such sittings to commence on the 15th day of February; the 15th day of April, the 15th day of June, the 10th day of July, the 10th day of October, and the 1st day of December, and shall terminate on the 16th day of each of such months respectively, with power to the court to sit oftener, upon giving reasonable notice thereof.
