Answer that Mr Labouchere will not be indisposed to consider this proposal at a later period if it is shown that the available means at disposal of the Colony will sufficiently cover the purpose. But many expensive works have recently been authorized, and both with a view to the finances and to the available supply of skilled labour necessary for the construction of works, Mr Labouchere is unwilling at present to authorize further undertakings of this character.
