• Having deserved thus much as to the first effect of this application I feel inclined to think that the second suggestion might be more favorable - if, at least, the premises are correct. Assuming this to be correct, and that it has not been absorbed in any way, there we seem to be money enough to pay for this & the other Contemplated works (by which are to be understood those that are to follow this) than (1.). But the Governor throws some doubt over the notion that he has sufficient means for his project, for he says he is not actually at present in a position to Expend the sum named in the Estimate. He may be so when the time arrives for undertaking it. On the whole therefore I come to the conclusion that it would not be proper to object, altogether to the work submitted by him to the sanction of the Secretary of State, but that he should be required to show how he stands in a pecuniary point of view - now & prospectively - as we can tell at least – and that if his means are proved to be sufficient the Govt will then consider & decide upon Application.
